A redraft of the law regulating local self-government was worked out with the assistance of Group Tranzit DV specialists and considers the fuel safety in the regions with limited period of navigation. This draft law has gained the supporters among the State Duma Deputies and one of its clauses has been recently legalized.
The additional article 82 «Particulars of the self-government regulation in the municipal units, located in the Far North and equivalent areas with the limited period of cargo supply» was inserted in the Chapter 11 of the Federal law № 131-FЗ «General principles of the local self-government regulation in Russian Federation. It delegates the responsibility for General cargo supply arrangement to the Administrations of the constituent entities of the Russian Federation and not to the individual municipal units as it was stated in the previous law.
The adoption of this amendment was set force more than a year ago when State Duma considered the Program of seasonal fuel stock accumulation for the needs of the energy providers of the constituent entity of the Russian Federation in the regions with limited period of navigation. Development of the program had required the assistance of the Group Tranzit DV leading specialists reputed as main energy resource logistics experts.
The program aims at energy supply safety in the Far North regions by means of more effective logistics and certainty of deliveries of goods to the Northern Territories of Russia.
Previously each Municipal unit individually put out a tender for household utility fuel and other essential cargo supply thus being in charge for financing of the supply from local budgets.
The new program allowed redivision of the responsibility for deliveries of goods to the Northern Territories to the level of the constituent entity of the Russian Federation. As a result there is only one tender being opened for all Municipal units, which consequently allows to enlarge the order, to save on logistics and to decrease the ultimate cost of the product. In addition to the mentioned above such mechanism of the unified deliveries schedule considerably reduces the risk of undersupply to some Northern region dwellings that often happened because of the local municipal authorities being unable to provide all necessary conditions for the deliveries of goods to the Northern Territories in areas with the limited period of cargo supply.
